"Weren't all these fire trucks property of forestry and then leased out to fire depts for a buck? "

Most were the property of the General Services Administration and loaned to Forestry as well as various state agencies to issue to local fire depts. When no longer needed they are returned to the GSA for disposition. That's why so many former military fire trucks appear for sale on the GSA sales site. Check out the trucks section and see how many 2 1/2 tons and 5/4 ton M880s are red.

First truck was an ex-PA DOT truck - well worn out.
Second and current M37 - ex-NJ pine barrens brush fire truck. I still have a wad of unused fire incident paperwork (incident reports) in the glove box from the FD.
