Maybe they will, or maybe this place just wants to get rid of something they've had lying around for a long time. Too many times you'll get the old "yeah it'll work". Yeah it might, but why take the chance. More often than not, the place selling the stuff is wrong or it'll only be a marginally effective alternate. I'd tell them you want the exact replacement or will take your business to the guy who has what you need.

The best substitute if a 9.00X16 size isn't available is a 9.00X15 tube for a lowboy trailer tire. These will fit great & have the correct brass valve stem. They are available in radial type also if you are going with radial tires. Radial tubes & flaps are compatible with bias tires, bias tubes & flaps are NOT compatible with radial tires.

They are 9/10/11 R15-16 Radial Truck Tubes, ITT Product Code 11430, with Stem TR75A, which is a Brass Stem, with a 90 degree bend that just comes to the inner edge of the Split Ring, or Combat Wheel ring, so it doesn't hang out where it can be damaged."
.Also, consider: 11.00R16 - Michelin tube 16P9 or 16P, with a 6M16 Michelin flap, valve stem on tube is # 1339 (metal)

ITT seems not to be in business, or at least their web site is dead.
I wound up having a local tire guy out in the country get bias ply tubes - time was very short due to the police tagging my M37 for impound till I get it back on tires and re-tagged. Grrr... hate living in the city...
The same tire guy was not able to use the numbers I gave as Michelin part #'s. So I'd disregard those.
