New Wi HMV law

Here is the HMV part of the new law that becomes effective 3-1-2014. There is a lot more for other collector and antique vehicles too. If anyone is interested I can email the entire law to you.


Historic Military Vehicles (HMV)
Wis. Stat. 341.269
Registration: Lifetime of Original Applicant
License Plate Cost: $30
Requirements: Vehicle must have rubber tires (no tracked vehicles), and be in original military design and markings. Import vehicles must be older than 25-yrs. U.S. vehicles may be of any age. May be a trailer.
Restrictions: The vehicle may be used year-round for special purposes such as display, parades, and for occasional personal use (not regular use) with no payload restriction.

You can now use them for occasional personal use ,which before you couldn't. Also a lot of applications were being denied because the vehicle didn't have a FWVSS sticker on them. The sticker came out in the 70's sometime I believe. The problem got rolling when licenses were being denied for the newer vehicles like the Military Blazer or newer miltary pickups. Wis claimed HMV's were built for off road use and therefore should not be legal on the road. Things were fine until a few years age when a woman in the DOT decided HMV's were going to be allowed on the road anymore. Jeff Rowsam got a bill passed that would a least allow you drive them to parades or shows. Paul Underwood and Tom Zat got the newest bill passed that is a lot less restrictive and allows the newer vehicles to be licensed. Paul had a Pinzgaur that he had licensed for years,then suddenly it was canceled,Tom bought and sold military vehicles and was told without the federal sticker they could no longer be licensed. How do you go about getting the fwvss sticker?

Sorry,should be FMVSS. It is put on the vehicle by the manufacturer,when it is built. Federal Motor vehicle Safety Standards

How do you go about getting one for an XM708 or an M37 ?

You can't, they are put on by the manufacture. A m37 does not meet the standards. If you are in Wi you can get a HMV license for them.

Federal Motor Vehicle Safety Standards (FMVSS) are U.S. federal regulations specifying design, construction, performance, and durability requirements for motor vehicles and regulated safety-related components, systems, and design features.

As any of us who have followed the Wisconsin DMV debacle, the question on "safety" issues always is:
How can an HMV be any less safe to use as a daily driver than civilian vehicles from the 20's 30's 40's and 50's ?

None of the above, including HMV's, street rods, or rat rods have anything remotely considered to be "safety" features.
In a crash, I'll take an M37 over a rat rod or any other "vintage" vehicle every day of the week.

It's my understanding that the Wisconsin mess was NOT a legislated mandate, just a whim of some DMV bureaucrat.

Don't you just love our government?
