I took my donor starter apart today because the gear would not move. The outside case looked very good but I discovered it had a layer of rust inside of it. I did not think it looked to bad, but would like some advice based on the picture I took of it. Thanks

Looks like the bearings are bad and the armature has been shorting on the fields. You need to clean off that armature and see if those copper wires running across between the metal are burned. Also look for evidence of rubbing between the armature and the field coils inside the outer case. That end shaft rides on a bushing and it is looking really rough, the bushing in the end of the housing is probably shot. There is another at the other end too.
