Yes the bolt , actually you would need three or four, would do the job just fine as long as the frame was not cracked in the weld failure and not repaired. Repair the frame and bolt the cross member.
Keep in mind that hen we say that the frame cam move when bolted that does not mean it can move enough that it can be seen. The movement is microscopic and only under severe stress.
