The outer one is left at 100 ft lbs.

No the outer nut is for locking the bearing adjustment in place, leave the outer nut torque at 100ft.lbs. Many argue the point I'm about to make,but try it & you will find it to be true. When tightening the outer nut, turn the hub also as with the inner nut until it holds 100. Many say it isn't necessary since the inner nut is already set, can't tell you why, but it will take several times of tightening & hub spinning to get the outer nut to hold 100 as well.
