my grandpa says that's fine he has ran 600x14 tubes in 700x16 tires
and he still runs 900x20 tubes in 1100x20 tires and they are fine

The guys selling the 9.00x16 Michelin clones by Yellow Sea on eBay are in Canada and ship new radial tubes and flaps with each tire. Not sure where they are getting them? They should be able to ship to you no problem. Might be worth contacting them...

When I got my tires from Chris, the flaps and tubes were taped inside the tire and the tape had Chinese writing on it. I think that the factory provides these as part of the deal. This was a one off order of a container of 400 tires and I don't know how many are left now. I'm happy with mine for the use I put my truck to. Any good truck tire place should be able to order flaps and tubes for you.
