If you have a hard top, it could have been where a blue beacon light was mounted for Military Police or Air Police vehicles, a red beacon for a fire truck, of an amber beacon for a "Follow Me" truck. If it served a civilian community, it could have had a beacon mounted, too (red=fire dept., amber=highway/street maintenance, etc.). Of course, as you suggest, it could have had a spotlight mounted on top of the cab. I have no idea what a "Mars light" is, though. I've never been to Mars, although I was a MARS operator in Korea.
