It's probably the pinion seal that's leaking, not actually the yoke.
Lots of information here on this topic. Just do a search on "pinion seal".
Two pieces of advice: (1) getting the old seal out will probably be the hardest part of the job, and (2) do not install an NOS leather seal.

You'll want two tappet wrenches, combination 7/16" and 1/2". Snap-On LTA1416 will do the job, although there are likely less expensive brands if you're not doing a lot of valve adjustments.

They should be plugged, because they will allow unfiltered air into the intake system.

Good idea to use chain, but that stuff looks a bit on the light side. If you've watched any of the online videos of tire/rim inflation explosions, you can see how much energy is released in fractions of a second. Just ordered new flaps. When the tire shop took off the old tires, I did not think to check the old flaps if they were present. I know the tubes were toast. So new flaps to go with new tubes and tires only makes sense. And, I was thinking of using web rachet straps on the tires instead of chains to...

The flaps are there for a reason. The tube can (will?) get pinched as the tire and wheel work during use. The flaps can usually be re-used, unless for some reason they're torn or hard from age. Chains or a cage during inflation. The potential energy in even a partially inflated tire is nothing to me...

Lock ring rims aren't that bad, but they do require some physical strength, especially dismounting. If the tires have been on the rims for awhile, they can be hard to separate the beads. The most recent change list for TM 9-8031-2 that I've found is C9 "Corrections and Additional Info", dated May 1965. I think I bought my copy from Portrayal Press, but I don't see it as a separate item on their website. Maybe it was bundled with the manual when I bought that one.
