Drivers side frame rail forward of the axle. Look for the stamped serial number there....Glove box doors and data plates are frequently changed...
As to correct year I am not sure I would bother if it was much effort to change it...unless in NY you could qualify for antique/classic plates....

Another approach
Buy your self a half inch stamping kit. grind off the offending numbers and stamp on what ever you need.

Do it cold
Check the archives for Charles' cold valve specs. Jack her up remove the wheel the fender and the inner splash shield...also have to take of some PVC plumbing then it it is not to painful.

Another thought on non directional
I to have heard about non-directional being used so the enemy couldn't track you. I think it may also have to do with the fact that non-directional work equally well (or poorly) going forward or backward.
