I looked at the pictures first and was wondering what the Gulls had been eating to leave that kind of mess topside, but then I read your post.

The military pump has a primer handle and vacuum lines to it and the civilian one has a glass fuel bowl with no lever or vacuum lines on it.

Charles, You nailed this one perfectly. I've seen parts like this in the past while doing auto rebuilds. I would magna flux that manifold prior to putting any tapping time into it. Have the port side checked for flatness while your at it. If it all checks out you shouldn't have any problems tapping ...
