Fiberglass seat back?
Most M37's have a spring frame covered with canvas for the drivers seat back. I never heard of a fiberglass unit. I'd like to see it. Do you have any pictures?

Best Price....
I think you will find that "Best Price" is only going to be a few $ difference from one place to the next. I don't think there are any outfits that are going to really standout above the rest. You may save a few bucks from one to the other but it won't be all that much.

Rust issues.
None of your rust issues sound too difficult to repair, and all seem to be in the common rust prone areas, such as under the headlight, and under the windshield, etc. My truck has no rust issues under the headlights, but had some bad rust through under the windshield. Not to sound dumb, but what is an Arroyo? Also, I would try to fire up the truck with the engine it has in it. You never know it may have been abandoned for reasons other than a bad engine.
